I have a California Sporty 1200 06 the problem I was having was just as if the Rev limiter was kicking in at 2000 RPM.
The fix was on the other
side of the gas tank is a gas vent with a hose that went to a one way
(let gas fumes out but not let air in) that $5.00 part was stuck closed
which caused all the problems.
I almost spent $250.00 on a I.C.M. that I did not even need.
California really sucks
