Yes, you can turn the rear wheel by hand in 20 degree temperatures as long as the wheel is off the ground.  It will be easiest if you take out both spark plugs and put the bike in 5th or 6th gear.  Cost in additon to the M-6 will be for a new primary cover gasket and a quart of your preferred primary lube.  Be sure to Blue Loc-Tite the cover screws and don't torque them past 120 inch-lbs.  The install could take a couple hours if you haven't done it before - no fun in 20 degree temps, but it is not complex or difficult.  Good luck.

Could it be that what you have heard about is the shim's hitting the primary case while installing the M6 and needing to be ground off?  If that is what you are referring to, you will know if the shim needs to be ground down when you install it.  The shim's will not fit tight against the back of it.

As sleepneagle said follow the instructions.  It's pretty simple to install, and doesn't take a lot of time.
