     I have an 09 Road King FLHR with what I believe is Detachable Passenger Sissy Bar Upright - Standard-Height, Chrome     H-D Part # 52627-09, will the 2 up backrest luggage rack item # 710-752 fit this back rest.

    No, the 710-052 rack will not fit the 52627-09 backrest.  You will have to see if HD has one that is compatible.
